what are these two nubs on the seat rube

There are 2 nubs on the lower portion of the seat tube, the both point towards the front. What are they and can I cut off the lower one? Its right where the rear motor mount wants to sit.

They were there to mount a water bottle or an air pump. Remove the Allen head bolts and either mount the engine over the threaded insert or grind off the protruding portion.
Keep in mind that you want as much metal to metal contact as you can get in the mount where it attaches to the bike frame.

FWIW, I mounted my engine between those two studs, but that was on a Huffy, so that's going to depend on what your frame is.
