Street Legal?

So I keep getting conflicting information on whether or not I need a valid CA drivers license and registration to ride this bike. Most people say that because it is technically a "pedal assist" engine with no pull start or key start that I don't need a license. Does anyone know what the rel deal is on ther laws in California?
