Sondor Fat Tire E Bike with Panasonic Battery Pack for $499. Possible to build one??

Ive just been watching some YouTube videos on the Sondor Fat Tire EBikes. They use a Panasonic battery pack and have some nice design features and sell for $499. Shipping (from China) apparently is $200 which puts the bikes at $700 and a few upgrades like a front shock get it to $800 delivered.

Wondering if it would be possible to build one similar to it for their pre-shipping price of $499 plus upgrades like a shock,.......or,....if that would ONLY be possible if the bike is built and assembled in China.
