Quick carb question

This is my first build and I know nothing about motors. That being said my motor fired right up after I figured out the choke.

The only question I have is regarding the "idle screw?" My understanding is that the screw directly above the tickle button regulates the idle. Is it normal for it to have to be turned all the way in (clockwise)?

With the clutch disengaged it runs/sounds fine to me turned all the right, but I want to make sure that is normal. If I start turning it to the left the engine dies.
 
I've had the same thing, but as the motor broke in I had to back the screw out because idel to fast. Have fun riding.
 
Hot wheels answer really settled my mind, but Nougat answer really explains how it works. Very clear answer and I can even picture how it works.
