question regarding clutch

No, he is engaging the clutch, look at his left hand. When he releases the clutch handle the clutch is engaged.
 
That lower lever is a brake lever (which he doesn't seem to use much.)

The clutch lever is obscured by his grip.
 
There are two levers on the left. One is brakes and the other one, the one you can't see is the clutch. Count the cables. There are two going to the left handlebar.

And that guy is doing our hobby no favors riding like he does. It's people like him that give is a black eye and force legislation against motorized bicycles. Stay off the sidewalks and slow down where people are walking.
