Power loss

okay so here is the deal i bought a new motor put it all together starts up good and all but its not getting the right power
I have already replaced the carb and checked for air leaks around the carburetor, replaced the cdi and the magneto still no luck and i sanded down the cylinder head so it is flat in case it might have been losing compression
all of this and it still isnt getting that true 2 stroke power.
anyone got ideas

most carbs for these are a bit too rich, I'd start there - ride uphill and see if it starts 2-stroking nicely at about 1/2 throttle or so - that means you need to go leaner
