Few questions...

... considering a person builds a pedal cycle following all the rules in Pennsylvania, then wouldn't it have to be titled and insured for use on PA roads? I would assume it must be titled to show ownership,or id if you were pulled over by a policeman, and I myself would want to be insured as if something were to happen.

Although having a serial number might be a start, but how do you go about titling since the bicycle has no title to start with?

You don't need to title a BICYCLE in PA..
What are you talking about?
You don't need to title a pedal bicycle in any state.

... it's just me, but coming from motorcycles and ATVs just making sure. Are pedal cycles governed under Federal law?
