Newbie here.....help!!

Hello all, I came into possession of (for free) what according to the data plate is a 2008 Pacemaker II, burgundy with gold trim. When I got it, I was told that it wasn't getting any spark, so first thing I did was check the plug and voila! Someone had put a brand new plug in that was too long and the piston had closed the gap on the plug. Put in a correct length plug and had fire. My problem is, I know nothing about these things. I keep hearing things like auto clutch and NE5, and I dont know what they mean. Mine has a little lever under the left control that I'm assuming is some type of clutch lever. Also, what is the starting procedure? I turned on both gas petcocks and put on the clutch and then gas was pouring out of the overflow tube...... How do I start this thing and what do I have? FYI it has 117 miles on it. How many miles can I expect? Someone, I don't remember where, referenced removing 'restrictors' to get more top speed. What's up with that?

Welcome, the little lever is your compression release. sounds like your carb needs cleaning. make sure you have clean gas, oil is SAE 40, 8 oz of it, be for you start it, then pedal like mad until she starts.
maybe you can post some pics so we can see what you got, if you still have the WC-1 cylinder or NE? 24" wheels or 26".
