It's best to run the engine with several gallons of gas before you dial in the tuning because it will change during break-in. If the 4 stroking continues it means it's running too rich. You can get smaller jets to get the tuning right (air/fuel ratio). The stock jet is a #70, you can try a #68 or a #66 to stop the 4 stroking.
