I've never built an exhaust before but I'm getting the urge to tinker with this one. I've got the Phantom Long barrel on my Huasheng 142F, this one:

I also have their baffle installed:

Even with that, it's pretty loud at high RPMs. Am I right in thinking I could simply cut the perforated tube in the middle, add more perforated tube wrapped in fiberglass and zot it all together and stuff it back in there to quiet it down more? The baffle currently only occupies a short section at the very tail of the pipe and leaves more BRAAAAAAAAAAP than I'd like it too. Without the baffle it was ridiculously loud.

if you want to kill the noise without just restricting flow you want to generate "turns" that the exhaust gasses need to make to get out of the pipe.
looking at the baffle you have, you could (if you were willing to pay for it) get a second one and install both of them together in your pipe.

if you want to modify the one you have making it longer won't help that much, giving it another chamber will though. this could be accomplished by extending it with more tubing but blocking the inside of the extension forcing the exhaust gasses to go through the holes in the side of the tube to bypass the block in the middle of the tube.

if you want a cheap-n-easy solutions pack the baffle with a stainless steel pot-scrubber, it will restrict your engine somewhat but also shut it up.

yup, stainless steel . I tried steel wool but it burns out and rusts. The potscrubber should work.
