I can tell you this much. Every now and then someone'll come up, ask me about my bike and then start with the hogwash. "They confiscate these in the next town over.." Garbage like that. (They don't seem to realize that I can figure out that they're just making this stuff up.)

A friend of mine has a friend on Rochester PD and some friends in town government. What I heard from him was that a guy was stopped a week or so ago and ticked for unregistered vehicle. Also recently, but not sure exactly when, they started harassing an 80 year old on his motorized trike. He would ride from Milton to go shopping here. After 3 unregistered vehicle tickets he was banned from bringing his trike into Rochester. The DMV says they're exempt and Rochester gives out tickets.
