Engine Idle

I'm having trouble with the engine idle in relation to the position of the handlebars. Handlebars positioned dead center the idle is fine but when I turn the wheel either left or right the idle either races of decelerates. I have completely immobilized the cable housing with zip ties but somehow the inner cable is still moving. Any clues?
 
A longer cable.

The outer is stationary, but if the cable is too short, it will still pull or slacken.

Can you loosen the adjusters to put more slack in your cable?
 
loosen up the zip ties on the housing and if it still does it go with a longer housing and cable. and dont tighten it up tight, leave it loose but out of the way with ypour ties.
