This is done on a Dyno Coaster. (limo). I didn't like the stock pully arms, so I used an old derailleur
Just replace the two screws with longer ones. Swinging the arm back provides the chain tention.
It took a little effort to make the bracket, 3-4 beers or so. I should mention, the plastic sprokets wore out in 5-10 miles or so.
The kits pullys work great.
