Different laws of fitting an engine into a cycle!

I notice there seem to be many different laws around the world regarding, putting an engine in a Cycle.

For example in California, wear a helmet, and keep to the road rules, and you're fine. If you do the same thing in the UK, you're fined.

Registration, insurance, helmet, tax etc, I think I'm correct, but open to be corrected.

Yep, you got it straight and it's gets worse. They are looking for reasons to cut you off from what is affordable!

I know lots of riders who have been fined in CA and even
had their bikes impounded in certain areas.

The 3 main California requirements:

Valid drivers license with an M2 or M1 endorsement.
DOT rated helmet.
$19 one time fee moped license plate.

< 2 HP and 30 mph. [ never heard about anyone getting a ticket for breaking this one yet. ]
 
I wish it was that simple here, But here, they've just declared all motorized bicycles Illegal except for ones own personal property. This just after May of 2011. Just after I joined this forum! And that includes for the handicapped, which even that effects me, as I am disabled since 2001. But it took to 2007 to gain that legally.
