clutch wont stop getting stuck

i tried pedaling without any clutch cover to see that was my problem and it wasn't. I am pretty sure the problem is from the clutch shaft and i have no idea what to do.

I'm not sure im understanding you correctly. Pedaling the bike without a clutch cover will keep the clutch engaged no matter what. If it's not engaging you've got other issues.
