ok, so first question is if the pads are greasy/oily would that cause the bike to not start and would taking each one out and blow drying them or patting with towel work?
My issue is I drop the clutch while pedaling and the back tire catches as its supposed to but it's not grabbing enough in the engine to fire it up, it makes a really odd faint sound but no real power behind it whatsoever! any ideas?

rare that pads would be oily, but carb or brake cleaner or soap & water should clean them

I'd suggest you go thru the steps of adjusting cable/clutch first
