brand new motor 66/80 will not start

i am new at this but very excited.but i now have my bike together and it will not start.it has spark ,great compression,and i think the plug smells like fuel .my mix is like the book said 16:1.where do i start,also the screw on the side of the carb how many turns does it come out .can any one help?
 
yup, too much oil. try 24:1.
screw is 3.5 to 4 full turns out.
choke up, press tickler for 2 seconds, pedal your a$$ off, drop the clutch, keep pedaling the rest of your a$$ off.
