98cc hf vs 99cc hf? differences

wondering if the 98cc work just as well as 99cc, mostly just concerned with threaded hole locations and mounting... here in cali, 99 cc motors are not sold unless you buy it as a waterpump. the 98cc waterpump are on sale this week. anyone have any experience?

The waterpump engine has a non standard PTO shaft that will be real hard to mount a clutch or pully to.
