governor gear

Hello, Is the governor gear needed for oil splashing on small ohv 4-strokes like a Lifan 79cc 3hp? When I remove the governor do I need to leave the gear since it sits low in the oil and carries oil to the cam gear ? If it sat high out of the oil I would just remove it for sure. Thank you, Rob...
