bike frame suitability

I want to build my son a motor bike. I found this used Schwinn 26 Sidewinder. I see two potential problems: 1) differing sized frame bars i.e. tapered bars. 2) twist gear shifts (won’t this interfere with the throttle? I plan on 80cc two stroke engine. Thoughts or comments about these and...
