Freewheeling Crank Assy ?

Looking at ChopperDaves Cadillac Here . With this type of set-up, do each of the crank sprockets freewheel independtly of each other or do the pedal crank arms ratchet on the shaft? Have looked at the ratcheting crank arms on the site he mentions and in my mind nothing other than the operator insures they remain 180º in phase to each other or am I missing something?

The two front chainrings are mounted to a flanged single speed freewheel and then the whole combination are threaded onto the right side crank arm. Then both crankarms are mounted onto the square tapered BB Spindle. The chainrings do not rotate independently of each other. When you are using the motor and stop pedaling the chainrings continue to turn.
