tight rear wheel

i just had piston bikes install the rear hub with one that has the drum brake and sproke on it ...upon trying to pedal the bike i found the rear wheel very tight ..very difficult to pedal the bike.....and yes the clutch is in....help

It sounds like the bearing pre-load is too tight. Kind of hard to diagnose over the internet.
If you are not familiar with setting the pre-load, I agree wholeheartedly with Venice.
If you feel up to it, try Sheldon's directions.
It is a good read and his links at the bottom will help you do it yourself if you want to.
