Please help with Worksman front brake on a springer

I purchased a INB with a springer fork and a front drum brake from Pirate Cycles quite awhile ago. I've finaly got some time for assembly. The laced wheel and brake drum came in one box, the springer fork in another. My question is how to secure the stationary backing plate of the brake drum to the right fork leg. I see no lug welded to the inside of the right fork leg to fit the corresponding slot in the arm on the brake backing plate. I received only a rubber insulated clamp for hardware.
What am I missing in either hardware or imagination?

You must use a coaster brake strap (or suitable substitute), drill a hole in the brake torque arm and connect the two with a nut and bolt.

And I must say you are the finest fellow I have ever met.
