i did what Greg told me to lower that clip on needle in carb by one notch but what is that doing exactingly..lol sorry such a noob !!!

The needle is tapered. The higher it sits the more room there is for fuel to flow and vice versa. Lowering the clip raises the needle which makes for a richer mixture.

Gill that was Wayne that told you to lower the clip, usually on a 48cc you need the clip in the top notch here at 1000 ft above sea level. I also have to re-jet smaller. I solder my jets and drill to the size I need.

Just for reference most stock NT carbs for a 66cc come with a .026 main jet, on my bike with the expansion chamber the jet is a #72 drill or .025, the other bike with a 48cc is a #73 or .024. several of the 48cc kits I've built had what I think was a carb for a 66cc, when putting the kit together they just put a carb in the box, doesn't matter to them.

so after all the tuning i took the bike out for a ride yesterday still have to peddle like crazy to get up a hill and when i am on a flat piece of road....not a whole lot of those where i live...lol i opened it up but i noticed still that it somehow it holds back or throttles back by it self when i go full out could that still be a mixture problem not enough or too much or is it just still the motor braking in....sorry to have to ask all those questions i do read alot about it but sometimes i just cant find a answer.
