This may sound a bit fantastic but is a viable tech. If layed out in small regional co-op's (say around ten miles apart) with a work force payed in fuel credit and (idealy tax free) fuel sails to public .
Areas with greater production would suplement others , tradeing credits or fuel.
The foot print of a facility like this is no larger than a small city brew pub. And is most useful on lands that are unwanted for agg. Or housing.
On the small scale home production is possible (once laws are addapted ) and a single rider on average would only need to make a few batchs a year (for per.transport). I however think the potential for accidents at this scale outway it's real usefulness.
Someone with the right pull could get a pilot project set up very easly , perhaps with a ready and waiting customer base (us) , the comercial viability may be more easliy demonstrated.
I might also point out the number of jobs a national system would create. Helping our gnp and further reducing forien oil dep.
