motor stops when clutch engaged at stop. centrifugal clutch

I have a centrifugal pull start 48cc. It works good. now a stops the engine is stopping when clutch is engaged. Usually at stops it can stay on or if engine is to low I can hold the clutch lever till I am ready to go, it does not cutt off then. Now when stoping the engine drags when bike is going slow.When I disengage clutch the engine runs but then putting clutch on it stops immediately and cuts off. When starting I have to pedal hard to go engine to start again, and it boggles and is draging during starts and then cuts on at a decent speed. I am thinking of loosening the clutch wheel when it engages, cause it could be the problem.

The centrifugal clutch has a spring inside it, I took it apart and found it is broken. Also could my Clutch shoes be worn down, it is only 1 month I have used it. I think the clutch springs are the problem as to why the engine cuts off at stops. The clutch spring is not holding the clutch shoes properly.
Just giving back an answer if it helps a person.
