I have a GEBE system with a Tanaka 32 cc engine.

It came equipped with the standard #13 gear. That gave me a top speed on the flat of about 30-31 mph. I decided to try the #14 gear to see if that would increase my top speed.

It worked beautifully. Top speed increased about 2 mph to 32-33 mph. In addition it quieted the motor down. At 25 mph it used to be fairly quiet, but I like to ride full throttle the engine got a lot louder and sounded like it was working too hard near 30 mph. With the higher #14 gear, the motor is much quieter over its whole speed range and especially at full throttle.

I was worried that the higher gear might decrease acceleration or hill climbing ability. That didn't happen. It feels like it accelerates just as fast. On gentle hills, it goes up faster than it did before. On steeper hills, it seems to go just as fast as before. Of course, I weight ony 150 lbs. A heavier rider might have more problems on hills.
