I have a vintage JC Higgins, probably from the 60s or 70s. I would like to add a springer fork, new wheels and then an engine. Is the frame safe enough to motorize, or would I be better off buying a new, cheap cruiser instead?

Take some time and look your frame over. Check the welds and critical areas like the drop-outs for cracks. It's unlikely you'll find any. It's common knowledge that the older bikes, especially the American made ones were built better/heavier than what you'll find at Wally World, KMart or Target today. Good luck. (I can say that; I have two Target Schwinn Jaguars :)
