Planning my build, need advice

I'm a long time motorcycle and mountain bike rider, and have decided to build a motorized bike for use at our beach house. I've decided that I'm going to use the Skyhawk GT2 frame and mountain bike forks, so I'll at last have front suspension. I'd also like to replicate the scooter/moped experience as much as possible, ie kick start and no pedals.

Before anybody says anything about no pedals, it's legal in my state, as long as the engine is under 50cc.

Does anybody know what size fork that frame needs to keep the proper rake, so the bike isn't unstable? And has anybody come up with a good kick start? I've seen the 4-stroke pull starts, but I'd rather not feel like I'm riding a lawnmower, so kick start is the way to go.

The only way I know of to get a kickstart is with a Morini/KTM clone or other motorcycle style engine.
No bicycle engine kits I'm aware of have a kickstart
