I saw nothing on Fireballs' thread that mentioned his legality. As was pointed out, there are hub mount kits from China for small wheeled bikes, so it's simple enough to arrange.

As to "why a folder", well, if you're somewhere spread out and you can't get a car in there, something that stores conveniently in your main vehicle's not a bad idea.
