That is the only safe way to drill thrpugh the frame. My Giant sitletto chopper is the same way. Giant the manufacturer did the exact same thing for when they have to drill through the frame. There are about 5 places where they drilled throught the frame and welded the tube in the hole. Bike have never broken on those spots..shft.
