I'm trying to keep this build legal, but Illinois is not making it easy to do without getting a Motorcycle license, and/or registering my Motorized Bicycle.

I know people who are in violation of more than one of the rules, and have never been stopped, but I know the day will come that they start cracking down on Motorized Bikes and riders.

A moped is actually a sub-class of a motor-driven cycle, restricted to:
Only attaining a speed between 20 mph and 30 mph within one mile.
A motor capable of producing 2 brake horsepower or less.
An engine displacement that does not exceed 50cc (cubic centimeters).
A transmission that does not require gear shifting.
All four criteria must be met for you to be able to operate your moped with a regular IL driver’s license.
