If the head bolts/nuts are supposed to be torqued to 12-15 ft/lbs for the 80cc engines, does that mean the spark plug should also be torqued to 12-15 ft/lbs too?

An old rule of thumb for small engines is to finger tighten the plug then use a socket or wrench and give the plug an extra 1/4 turn. That should be tight enough but check the tightness after the engine has reached operating temperature a couple of times.
Just don't OVERTIGHTEN anything.

This is in reference to installing a new spark plug or an old one with a new sealing washer. If you use this technique with a used/ already crushed sealing washer you will be doing spark plug thread repair in the cylinder head next.
