I have this idea in my head to get a hold of an old non working but clear titled moped fron the 70-80's and hack it up myself.

See, the law here in Washington has issues with "title" to plate anything you make out of a "bicycle". (They site DOT tires and etc.)

So... I was thinking of hacking the frame on a moped with attached registration #'s and vin into something else I build (stretch low-rider frame). Add new clone 90 or 110cc motorbike engine and the wheels/tires/lights/signals/plate off the moped and call it what it is. It is what the title says it is.

technically yes and technically no. most states have laws for cc limits on mopeds. so it may be tricky using a moped title on what would legally be considered a moped. because in most states, anything over the cc limit for mopeds/motorized bicycles is automatically considered a motorcycle by legal definition. do what you want, but be forewarned you are at best bending the law.
