I had never seen that. Seems like a better solution than the rag joint, but for the price you may as well just jump up to a hub clamp.
Interesting that they list the two hubs it doesn't fit, which happen to be two of the most popular hubs on most cruiser bikes. And no list of what hubs it will fit.... WTF?
