I have a 26" x 1 3/8" tire to be replaced. Is there a 700 x ?? that would fit? I'm not sure how these numbers are measurized for tire size,

26 x 1 3/8 is not interchangeable with other 26" tires.
You need to search for the tire using the ETRTO number, which is 37-590
I know Schwalbe makes the excellent HS 420 tire in that size, and they show US stock on them.
I believe that Kenda also makes a tire that size
