VA Laws, I can't get it straight

In the laws and regulations for va i'm confused about a couple of things. From what I understand they are considered mopeds, so does that mean i need full lights? tail light, signal lights, headlight? I already have all this ordered but want to ride before they get here. Any help would be awesome.

me and about 6 of my frends would ride our bikes thruout the week toghether in fredricksburg spotsy area the cops never bothered us for lights or any thing
in fact they would smile and wave

we did not have any thing on or bikes we just would get in b4 dark but we did get pulled over once becouse one guy was on a real moped an he did not have a helmet on but the rest of us were on mb and we didnt have any trouble

if you go out on it just ware a helmet and be over 16 and you should be fine
