Welcome to the forum, I've never seen that engine in the U.S. so if you build a bike with one let us know how it turns out.

I've got one on my weedwhacker and my idea is to mount it on bike with one of these belt-drive kits (velokometa.ru, ctc-piter.ru). But my experience with motorbikes is poor and I am afraid this engine is too powerful for belt-drive and will tear out spokes with pulley. Manual says thing yields 2.6 hp at 7500 rpm and, evidently, even more at max recommended rpm(10400). I read on russian forums, one guy in Moscow region has installed NE500 on bike, but it was chain-drive using Staton Inc. 18.75:1 reductor.
