dang haha if your going to use an engine that big you might want to build a custom frame that you know will hold up. I would stay under 6hp on a bicycle but thats just me. But 17 hp can you post a pic that sounds sweet...p.s. i would try it anyway hehe :)

Something to keep in mind-
an average person will put out about ~1/5 HP casually riding a bicycle, maybe peaking at around 1/3 HP riding "hard".
an Olympic cyclist can put out ~2/3 to ~3/4 HP over a longer ride, and up to ~2 HP for brief periods.

Cheap bicycles are only built to handle what an "average" rider can put out, and some people would argue that they're not even built to handle that much.
