Brand new engine.. Bike berry skrewed me. never used will sell as parts engine at $75

Brand new never used 22mm mikuni carb and air filter: $65

Could epoxy repair that hole?
Im not sure what heat specialized epoxy can take. I was going to take case and weld hole shut with aluminum filler rod but just ended up buying a new engine. also can just get another bottom case piece for $30 and its a brand new never used engine

Yes, JB weld will repair that. I've done it with several engines and my son and I used JB weld and fiberglass to repair a 1" hole on both sides of a Yamaha Blaster case part back in 2010. This was my son's first effort at this sort of thing. That engine has been running HARD for several years now, no problems. It was hot-rodded from 17hp to nearly 40 and still runs today.

Clean with acetone or other residue free solvent, wet edges with JBweld, pack with fiberglass cloth, build up with more JBweld. You can also use the JB weld putty, although I like to wet the cracked faces with the regular JBweld first.

It's a no brainer
