photo resizer?

Paint is one of the programs in your computer. If you have picture file on your desk top, you right click on it, it asks what program you want to open it with, scroll down to Paint.
The picture will open in the paint program, and it gives you the choice to resize it.
It's near the top left. It says "resize". It's right next to the square that says select.
All you have to do is find the pic in your pics or douments ect files on your PC. Right clik on it and get the menu. Click "edit", follow all the prompts and from there you can click "resize" .
You have to type in 1024 for vertical and the horiz will adjust automatic. Sometimes you will have to rotate 90 deg there to get the 1024 vertical. Then clik save and follow the prompts. If you want to re-post the same pic here again you have to adjust the number slightly( EG change 1024 to 1000 ect) and this site will let it pass.

Should be close to there. Look for 3 lines that say
Crop
Resize
Rotate
Make sure you're on the paint home page
Just keep playing around with what I posted. You'll eventualy figure it out. I'm pretty puter illirerate myself, and all that is what I figured out on my own.
