MTB Frames that would take wide tires?

I'm thinking about putting 20x3 rims on a oversized frame.

I'm not very knowledgeable about mountain bikes, but the widest tire i've ever fit on my pedal bike was 26x2.7

I don't plan on getting those super fat MTBs, but I'm thinking maybe I'll need something a little bit wider, for bumpy roads going 30mph on a bicycle.

Are there any low budget frames that will fit 3inch wide rims or tires?

I'm in the middle of building up one of those aluminum frame GT-2's ($166 from King) and have managed to get 26X3's on it (VERY little clearance) but, I had initially thought about going with 24" rims and could not find the set-up I had envisioned. Now 20", that might be really cool beans!

Did you fit the tire? or both 3inch wide rims and tires fit through?

I'm thinking 20" for dirtbike/motard type of look

since it's also smaller I'm assuming it would have more clearance.
