They say on the new bike it has a detune plate to control the speed.

The new Whizzers came out in very late '98 or early 99. They are NOT the same as the American made Original series Whizzers
The old engines were named d-j, 300, 500, 700 series.
The new ones are called WC-1, NE5, and there was no official name for the engines for the Ambassador, and NE-R versions, tho they might easily be called by the name of the bike they came in.
H, J, 300, 500, 700 Whizzers are good, lower alphabet letters are not considered rideable.
WC-1 engines require upgrades, NE-5's might only need Lifters, NE-R, and Ambassador models are not useful for putting in other frames due to the CVT drive system.
