Have you left it sitting around for a while?
If so, your gonna have to clean carb.
Your gonna have to remove the main jet and clean it with some thin wire.
Your also gonna have to remove and clean out the slow jet.

the titan and the 49cc fours stroke are the same engine
i recommend to clean the slow jet before you take apart ur whole carb

Those carbs get gummed up easy, I'm on my 3rd one in 2 years. You might even want to buy a spare carb so you can keep one clean on the side just in case.
2 thumbs up on this, I was about to pull my hair out! I fiddled with that carb about 4 times not knowing it could be this simple. Now I am going for a ride...
