HELLO I HAVE A 66CC FLYING HORSE ENGINE WITH THE NT STOCK CARB NOW WHEN I DISENGAGE MY CLUTCH MY ENGINE RACES UP TO ABOUT FULL OPEN THROTTLE????I AM CURIOUS IS THERE PRESSURE NOT ALLOWING THE NNEDLE TO GO BACK DOWN OR WHAT IS IT?

Does the throttle appear to function properly while riding?
If so unscrew the idle adjust screw (left side of carb when sitting on bike) a half turn at a time until your engine idles properly.
If not check your cable, any kinks or sharp bends can cause the cable to bind, leaving you stuck at full throttle. You can also remove the needle and slide and see if it moves correctly with the throttle, and check for anything that may be blocking it.
Also if this isn't a new build, your throttle cable may be frayed.
If all else fails or you can't get a stable idle, check for air leaks on the intake. Check the intake mount, and spray a bit of starting fluid or carb cleaner around intake (avoid letting any into the air cleaner) while the engine's running and see if the speed changes.

Check the throttle slide for returning. I just recently got a FH and the cable was too short. removing the adjuster lock nut on the carbs top and screwing the barrel all the way down solved the problem. As it came it stayed about 1/4 throttle. when returned.

And you usually have to do that the 49cc HS 4-stroke motors too.
Running your throttle cable inside the tank mounts can crimp as can too many zip ties or too tight a cable bend.
So can leaving the C washer, 'pac-man' clip, or spring out.
Overtightening the cap where the cable enters the carb can also cause the throttle barrel (slide) to bind. Overtightening can distort the bore where the barrel moves and can cause binding. Finger tighten that cap only. Use no tools. Check this along with the suggestions offered above.
