Your miss understanding my post. Ebay, Amazon and Pay Pal investigate on your behalf. First part of the process is to try and get both parties to settle without opening a case. Which means they mediate communication while keeping records of both parties. This process usually takes about a month. After giving both parties a chance to work things out on their own they then give both parties a chance to open a case. If a case is opened they then mediate to again try to work things out, if that fails they then decide who is in the right. The decision made is done carefully. And it works both ways, for buyers and sellers. No seller or buyer is banned suddenly, that just doesn't happen. If they find that a seller or buyer repeatedly does something dishonest then yes they will ban you forever. Sorry you misunderstood my post, perfect example of jumping to conclusions lolol. Since you are not dealing with said organizations, try sending registered letters. That way when you get a signature return you will know for sure he got the letter. Like others said there might be a reason he hasn't answered your calls. Hope things work out though.
