Fuel filter question - w/ picture

I am putting the final piece on my bike before riding. I bought a fuel filter and I noticed inside below the filter (before it feeds into the engine), there is a black circle thing that moves around. Is this normal or should it be removed? Thanks:

The black circle thingie is a magnet.

Those Chinese fuel filters are pretty low quality but I guess they
work OK.

i would use it and if it dosent work get one without the magnet i got mine from ace hardware its a briggs and straton filter it works great then i noticed my dad has at least 10 filters in a cabinet in the garage.
