So motor was idling o.k. and low end seams o.k. too butt boggs when I give it to much throttle . Noticed oil leaking from crank case , pulled cover off and found magneto was soaked . Replaced crank seal magneto and magnet rewired and now it wont even fire up. Can there still be a wiring problem if I am getting a shock from the spark plug boot?

Did you install the magneto rotor correctly? It will go on two ways.

Put the piston at top dead center and check to see where the keyway for the rotor in the crankshaft is. It should be about the one oclock position and the magnets horizontal.

If you're using the kit supplied spark plug boot, replace it with a good automotive quality one. If you're getting shocked through the boot then there's a possibility that the current isn't getting to the plug but finding an easier route to ground.
