I have a HS 49cc 4 stroke in a 29 inch cruiser bike. It will start at full choke and will rev. It will not run with the choke off. It will run with throttle but with the cent. clutch reving it while stopped is not an option. This is a nice bike nicely put together I would really like to get it sorted out and then sell it. It did run for a while I only have 50 miles on it. I

Jim, those carbs plug up fast when they sit with gas in them.
Usually cleaning the idle jet will fix it.
