If it is difficult to turn over with the spark plug removed then something is wrong internally.

+1. If you have any mechanical skills take the head off and try again. If all looks good, pop the jug off and go from there.

Hi I just put together mine and I used 16 to 1 ratio and I poured the oil in to the tank then the gas after reviewing this I thought that I should have mixed it and then poured it in. What type of oil do you use? Also I got it running for a minute after trying about ten times for the first start up. Each time it progressively got better. But I gave up do you think any of this is a problem.

Sounds like you are gulping oil that is concentrated at the bottom of the tank and into the fuel line and filter, that's where some of the oil you dumped into went to. And as the mixture got more correct, it ran better.
